The Tamil Nadu Government, as per the Supreme Court order, on Friday issued guidelines with regard to protection of people, who come forward to help road accident victims.

In its order, the Government also instructed all hospitals across Tamil Nadu that they should not detain a bystander or a good samaritan or ask deposit money from them for treating a victim. The good samaritan will suitably be rewarded to encourage other citizens to come forward to help the road accident victims.

Accordingly, the bystander shall not be liable for any civil and criminal liability.

The authorities will not compel to reveal the helper’s name and personal details over phone if the bystander informs the police or emergency service for the person lying injured on the road.

The Tamil Nadu Government also said lack of response by doctor in an emergency situation pertaining to road accidents, where he is expected to provide care, shall constitute “professional misconduct”, under rule of the Indian Medical Council Regulation and disciplinary action shall be taken against such medical officer.

Asserting that all public and private hospitals should implement the guidelines immediately, the Government said in case of non-compliance or violation of the order, appropriate action will be taken by the concerned authorities.
