Chaos prevailed when clash erupted between the activists of the Viduthalai Chiruthaigal Katchi and Social Awareness Movement (SAM) and the police, when the former were not allowed to enter the District Collectorate to submit a memorandum to the State Minority Commission.

The activists, wearing black shirts and with their mouths covered with black clothes, led by SAM president, J.D. Socratese and VCK leader Susi Kalaiyarasan, wanted to submit a memorandum seeking to expedite permissions to construct places of worship for the minorities. They had assembled to protest the delay in giving clearances.

The activists wanted to go inside the hall in the collectorate, but the Minority Commission chairman, Prakasham, was in a meeting. The police refused to let them meet him, dressed in black.

A while later, the activists returned wearing normal clothes. They were then allowed to present their memorandum.
